If you file Form W-2c for at least an employee, the SSA requires that you also file Form W-3c. However, if you e-file Form W-2c through ExpressEfile, you are NOT REQUIRED to file Form W-3c. But, Form W-3c will be generated, which you can access from your account at any time for your records.
In case you paper file Form W-2c for an employee, you must also Form W-3c.
