Form 941 is filed by employers every quarter to report the employee wages and the tax withholdings to the IRS. However, there are a few exceptions from filing this tax return. 

Seasonal employers will not be required to file Form 941 if they did not pay wages, tips, or other compensation to any employees during the quarter. They will be required to file Form 941 for every other quarter.

If you're a seasonal employer, you must check the box on line 18 of page 3 on Form 941 for every quarter you're required to file Form 941. This is done so that the IRS will know you're a seasonal employer and will not file Form 941 every quarter.
