Yes, Form 2290 is an annual tax return that must be filed every tax year. The Form 2290 tax year begins on July 1 and ends on June 30 of the following year. This return has to be filed every tax year the vehicle has been operated, irrespective of the filing month.

For example, if you operate a heavy vehicle on public highways from April 10, 2020, and file your Form 2290 for your heavy vehicle on May 23, 2020, for the 2019-2020 tax year, the Schedule 1 you receive for this tax year will expire on July 1, 2020. 

The new tax year 2020-2021 begins on July 1, 2020, and you must again file your Form 2290 for your vehicle by August 31, 2020, for the 2020-2021 tax year, if you decide to operate your vehicle during July 2020.
