No. Both are different. EFTPS PIN is sent to you by the IRS when you enroll with the EFTPS payment service and you can use this while making payment to the IRS. An Online Signature PIN is used by employers to file Form 941 and Form 940, which is mailed to you by the IRS after you submit a request.
